PSA 1

Progress is recorded
whether it is noticed or not.

PSA 1: System Update provides the first formal progress report issued by the programme. Previous stages are acknowledged, current processes are summarised and further development is confirmed without interruption or concern. The Manual continues to communicate in the language of routine administration, presenting ongoing change as nothing more than expected maintenance.
